<br />272 <br /> <br />TUESDAY <br /> <br />MAY 14, 1974 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor Francis T. West presiding, was held Tuesday, May 14, 1974, <br /> <br />in the Council Chamber, City Hall, beginning at 7:30 P.M., all members being <br /> <br />present, viz., Francis T. West, Mayor; Harry L. Boaz, Vice Mayor; W. Donald <br /> <br />Hartford; William D. Hobson; and Morton W. Lester. <br /> <br />After the invocation, Council approved as reocrded the minutes of its regular <br /> <br />meeting held April 23, 1974. <br /> <br />Upon recommendation of Assistant City Manager-Public Works Director George W. <br /> <br />Brown, who is also a member of the West Piedmont Planning District Commission <br /> <br />from theCity of Martinsville, and there being anticipated no problem as to <br /> <br />language and/or implementation as they may pertain to the City of Martinsville, <br /> <br />Council unanimously adopted (a) a Metropolitan-Regional Water & Wastewater <br /> <br />Disposal Plan and (2) a Regional Open-Space Plan, both of which were prepared <br /> <br />by the Planning District Commission. <br /> <br />Upon recommendation of City Manager Noland, Council unanimously awarded a <br /> <br />contract to Burnup & Sims, Inc., of Charlotte, North Carolina, being lowest <br /> <br />bidder, for construction of an electric substation on Indian Trail, bids for <br /> <br />which were reviewed by Council at its prior meeting. <br /> <br />In tentative acceptance of the Martinsville Planning Commission's report and <br /> <br />recommendation, Council called for a duly-advertised Public Hearing to be <br /> <br />conducted at Council's forthcoming June 25th meeting on a petition filed by <br /> <br />Mr. Frank D. Hairston on April 10, 1973 (subsequently enlarged by the Planning <br /> <br />Commission) requesting the rezoning to "C-3 Commercial" of certain properties-- <br /> <br />not already so zoned--situated on the south side of Memorial Boulevard North <br />
