r .-"~, :.Jl'li .....J~) 't,/ TUESDAY APRIL 9, 1974 Martinsville City Council met in regular session at 7:30 P. M. on April 9, 1974, in Council Chambers at City Hall, with Mayor West presiding and with all members present, as follows: Mayor Francis T. West; Vice Mayor H. L. Boaz; W. D. Hartford, W. D. Hobson, and Morton W. Lester. Minutes of the March 26 meeting were approved as read. On motion, made, seconded, and carried unanimously, Council accepted the recommendation of the Planning Commission, that the City's contract with Mr. S. J. Fuller, under the terms of which water service would be provided to his county property lying off the cul-de-sac at the end of Mulberry Road, include covenants which would establish "R-16" Residential restrictions of the City zoning ordinance. Joseph Leizer, Ph.D, appeared before Council to present the budget request of the Patrick Henry Mental Hygiene Clinic for the upcoming fiscal year. Dr. Leizer pointed out highlights of the written report which had already been provided to each member of Council, and explained that the clinic is requesting that the City allocate $12,781.62 for the upcoming fiscal year. Even though $l4,350.04 had been allocated for the current fiscal year, as the City's portion of the budget, it was explained that because of circumstances which had developed during the current fiscal year the estimated carry-over of funds into the upcoming fiscal year, will be about $7,300.00, which carry-over serves to hold down the amount of the budget request. The total amount of the clinic's operating budget would be approximately $100,000.00, with part of the funds coming from state and federal sources as well as from Henry and Patrick counties.
