M. on April 9, 1974, <br /> <br />in Council Chambers at City Hall, with Mayor West presiding and with all members <br /> <br />present, as follows: Mayor Francis T. West; Vice Mayor H. L. Boaz; W. D. Hartford, <br /> <br />W. D. Hobson, and Morton W. Lester. <br /> <br />Minutes of the March 26 meeting were approved as read. <br /> <br />On motion, made, seconded, and carried unanimously, Council accepted the recommendation <br /> <br />of the Planning Commission, that the City's contract with Mr. S. J. Fuller, under the <br /> <br />terms of which water service would be provided to his county property lying off the <br /> <br />cul-de-sac at the end of Mulberry Road, include covenants which would establish <br /> <br />"R-16" Residential restrictions of the City zoning ordinance. <br /> <br />Joseph Leizer, Ph.D, appeared before Council to present the budget request of the <br /> <br />Patrick Henry Mental Hygiene Clinic for the upcoming fiscal year. Dr. Leizer pointed <br /> <br />out highlights of the written report which had already been provided to each member of <br /> <br />Council, and explained that the clinic is requesting that the City allocate $12,781.62 <br /> <br />for the upcoming fiscal year. Even though $l4,350.04 had been allocated for the <br /> <br />current fiscal year, as the City's portion of the budget, it was explained that because <br /> <br />of circumstances which had developed during the current fiscal year the estimated <br /> <br />carry-over of funds into the upcoming fiscal year, will be about $7,300.00, which <br /> <br />carry-over serves to hold down the amount of the budget request. The total amount of <br /> <br />the clinic's operating budget would be approximately $100,000.00, with part of the funds <br /> <br />coming from state and federal sources as well as from Henry and Patrick counties. On <br /> <br />motion made, seconded, and carried unanimously, Council authorized the allocation of <br /> <br />$12,78l.62 in the clinic's proposed budget for the upcoming fiscal year. <br /> <br />---''''--'-~----'----"-'- '-'--'---'-"--'-"---"---,---~- <br />
