<br />t>h <br />/0...,../ ~.~. <br /> <br />TUESDAY <br /> <br />APRIL 9, 1974 <br /> <br />,,-, <br /> <br />Upon receipt of the written petition of the Martinsville Volunteer Fire Company, Inc., <br /> <br />that the firemen be permitted to conduct their upcoming annual bazaar on the Lester <br /> <br />property located at the corner of Commonwealth Boulevard and Liberty Street, and <br /> <br />since the present special-use permit had expired, Council directed that the <br /> <br />application for a special use permit be forwarded to the City Planning Commission <br /> <br />for a report and recommendation. <br /> <br />Council then gave consideration to the request of the Henry County Fair and Exposition, <br /> <br />that Council renew the annual permit, the procedure called for under the terms of the <br /> <br />existing special-use permit, for operation of the fair between September 1 - September 7, <br /> <br />at the "Liberty Heights Fairground" adjacent to Liberty Street. It was noted that <br /> <br />Council had received a written report from a private citizen who had objected to the <br /> <br />way the exposition had been operated in 1973, but in unanimously approving the renewal <br /> <br />of the annual permit, Council directed the City administration to advise the operators <br /> <br />as to the nature of the complaints, and to monitor the operation of the exposition <br /> <br />during its upcoming event to see if its operation might be not in the public interest. <br /> <br />Assistant City Manager Brown, who serves as Chairman of the special Central Business <br /> <br />District Commission, gave a comprehensive report on the work of the Commission, to <br /> <br />date. The report included the development of the need, the participation of the private <br /> <br />sector in financing studies by consultants, fruitless efforts to secure federal and/or <br /> <br />state matching funds, numerous meetings, including meetings with federal and state <br /> <br />officials and discussion of the various possibilities and ramifications in CBD <br /> <br />Redevelopment. Further, the report indicated that appraisals of the property are now <br /> <br />complete and that the commission now recommends that Council approve negotiations for <br /> <br />purchase of the property and that Council make a decision as to whether there should <br /> <br />be appointed, by Council, a redevelopment authority composed wholly or partly of <br /> <br />private citizens, or whether Council should constitute itself as an authority, as <br />
