<br />212 <br /> <br />WEDNESDAY <br /> <br />JANUARY 16, 1974 <br /> <br />Martinsville City Council met at 7:30 P. M. in the Council Chambers on January 16, 1974, <br /> <br />this meeting having been adjourned from the regular meeting which was held on January 8, 1974. <br /> <br />Mayor West presided, with all members present: Mayor Francis T. West, Vice-Mayor H. L. Boaz, <br /> <br />W. D. Hartford, W. D. Hobson and Morton W. Lester. <br /> <br />The five members of the City Welfare Board, who assumed their responsibilities on September 1, <br /> <br />1973, were all present, and Chairman Lavinder requested that Council and the City Attorney <br /> <br />meet with the Board, in executive session, for the discussion of a legal matter of concern <br /> <br />to the Board. <br /> <br />On motion made by Mr. Boaz, seconded by Mr. Lester and carried on the unanimous affirmative <br /> <br />vote of each member, by a show of hands, Council voted to go into executive session to hear <br /> <br />a legal briefing by the City Attorney on a legal matter. <br /> <br />Following the executive session, Council returned to its chambers whereupon the City Attorney <br /> <br />advised those present that the City Welfare Board was briefed on the status of a law which <br /> <br />regulates the putting of able-bodied people to work, and that such regulations are made <br /> <br />on the Federal level, and that the "Work Incentive Program," is also controlled by the <br /> <br />Federal government. City Council expressed its full confidence in the Welfare Board in the <br /> <br />manner it is handling its affairs, including matters of personnel, and expressed the City's <br /> <br />appreciation for the dedication and sound judgment being exercised by the Board. <br /> <br />With respect to the status of negotiations between the City and the County leading toward a <br /> <br />contract which would govern the operation of the regional sewage treatment facility, the <br /> <br />City Manager explained that in accordance with procedures recently authorized by Council, the <br /> <br />negotiator for the City and for the County had spent a great amount of time in carrying <br /> <br />out their responsibilities and that a jointly prepared draft of a contract had been delivered <br /> <br />~_.'--'-'''-''-'--''''_..._-_.__._--_...,. .------ -... --------.....-- <br />
