It was explained further that the City <br /> <br />administration had been studying the new draft, had met with the City's negotiator just <br /> <br />before Council meeting and that since it was thought that County officials had had no <br /> <br />opportunity to consider the proposed contract it would not be proper to publicly disclose <br /> <br />its contents, and that there are some points which the negotiator and the City administration <br /> <br />need to discuss with Council even though the contract as proposed seems at this time to be <br /> <br />nearly in accord with the wishes of the City. Motion was made by Mr. Hartford, seconded by <br /> <br />Mr. Hobson, that Council go into executive session to give legal consideration to the <br /> <br />proposed contract between the City and Henry County, which motion was passed unanimously <br /> <br />on a show of hands. <br /> <br />, <br /> <br />Following an executive session of approximately two hours, Council returned to its chambers <br /> <br />and the City Attorney explained to those present that Council had reviewed with its <br /> <br />Consulting Engineer and negotiator the status of negotiations and the specific terms of <br /> <br />the contract. The negotiator was authorized to continue his meetings with the County <br /> <br />negotiator and it was noted that the two negotiators would be in the City on Monday and <br /> <br />Tuesday of the next week, and all expressed the hope that a final official draft of the <br /> <br />contract might be available for Council's consideration at its regular meeting scheduled <br /> <br />for Tuesday, January 22. <br /> <br />Assistant City Manager Brown, who serves also as Chairman of the Central Business District <br /> <br />Commission, presented a report with recommendations to Council, as follows: <br /> <br />1. That Council enter into a contract with Wilbur Smith & Associates, Consultants, <br /> <br />to perform a traffic study for the City of Martinsville in accordance with their <br /> <br />- <br /> <br />proposal dated January 10, 1974, for the sum of $4,400. This recommendation <br /> <br />is made with the stipulation that this work is to be completed by March 1, 1974. <br />
