<br />1.5 <br /> <br />TUESDAY <br /> <br />AUGUST 28, 1973 <br /> <br />/~- <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor Francis T. West presiding, was held Tuesday, August 28, 1973, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members--with the exception <br /> <br />of Councilman Morton W. Lester--being present, viz., Francis T. West, Mayor; <br /> <br />Harry L. Boaz, Vice Mayor; W. Donald Hartford; and William D. Hobson. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular <br /> <br />meeting held August 14, 1973. <br /> <br />Prior to proceeding with its regular agenda for business, Council heard from a group <br /> <br />of citizens residing in the Rivermont Heights-Hillcrest Avenue area, who brought to <br /> <br />Council's attention the fact that school bus service--heretofore provided for small <br /> <br />children from that area attending Joseph Martin School--is not being so provided as of <br /> <br />the beginning (on August 27th) of the new school year. Members of Council, along <br /> <br />with City Manager Noland, pointed out that last-minute action by the City School <br /> <br />Board, unavoidably delayed by a belated decision of the U. S. Department of Health, <br /> <br />Education and Welfare necessitating a reassignment of pupils, has placed an unexpected <br /> <br />burden on the local bus system which, coupled with the failure to receive delivery <br /> <br />of five new buses on order, is temporarily causing some inconvenience to some <br /> <br />school children and their parents. Meanwhile, Council solicited patience and <br /> <br />understanding from these parents, with the hope that bus service adjustments will Soon <br /> <br />be forthcoming and adequate bus service be restored. <br /> <br />City Manager Noland reminded Council that, in the absence of any response from <br /> <br />the County of Henry to the City's request (of June 19, 1973) that the County of <br /> <br />Henry sell back to the City the former "City Shop" property off Jones Street, it <br /> <br />is necessary that some direction be given toward providing a bus maintenance <br /> <br />facility, probably by an addition to the City's Central Garage facility in East <br />
