<br />.5~ <br /> <br />TUESDAY <br /> <br />AUGUST 28, 1973 <br /> <br />Martinsville although, preferably, such a maintenance facility would be more feasible <br /> <br />at the former "City Shop" location. Council directed the City Manager to renew <br /> <br />the City's request and seek a decision--one way or the other--from the County of <br /> <br />Henry at the earliest possible date, as to whether Henry County will allow the City <br /> <br />to re-acquire this property. <br /> <br />In connection with the Henry County Public Service Authority's request--filed with <br /> <br />Council on March 13, 1973--that its agreement executed with the City under date of <br /> <br />April 27, 1971 be extended and enlarged to include a portion of the Beaver Creek <br /> <br />watershed area, whereby (through the PSA) sewer service might be made available <br /> <br />to properties under development and/or proposed to be developed by Mr. Bill Adkins <br /> <br />and the County of Henry in the Kings Mountain Road area and by the Covington Estate <br /> <br />from that area to the Figsboro Road (Route 108) area, the Planning Commission <br /> <br />reported that--although it has been unable to reach an agreement on a definite <br /> <br />recommendation as to whether the City should extend the existing contract with <br /> <br />PSA--its con census presently is twofold, viz., (1) the area could best be served <br /> <br />andldeveloped if incorporated into the City; and (2) that should the contract be <br /> <br />extended, there should be included (in such contract) language which would give <br /> <br />both the City and Henry County Planning Commission control over the development <br /> <br />of the area to be served. Council, in determining that the scope and ramifications <br /> <br />of this matter are far-reaching, postponed further consideration thereon until such <br /> <br />time as the full membership of Council is in attendance, meanwhile authorizing a <br /> <br />special meeting of the Council to be called, pending receipt of answers to certain <br /> <br />legal questions and other required information concerning this matter. Council <br /> <br />also agreed to conduct an Executive Session at the conclusion of the meeting, <br /> <br />herein covered by these minutes, to receive a staff briefing on this subject matter. <br /> <br />Upon motion, duly seconded and unanimously carried, Council authorized City Manager <br /> <br />Noland to publish (pursuant to Revenue-Sharing requirements) a notice of the <br /> <br />""","'''"''''--'".'''~''''''""'''''-'''''"'''''""'.'"'"'''~''--'"'''''"''",--,~--_...-~",-~ <br />
