<br />14 <br /> <br />TUESDAY <br /> <br />AUGUST 14, 1973 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor Francis T. West presiding, was held Tuesday, August 14, 1973, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P.M., all members--with the exception of Councilman <br /> <br />William D. Hobson--being present, viz., Francis T. West, Mayor; Harry L. Boaz, Vice Mayor; <br /> <br />W. Donald Hartford; and Morton W. Lester. <br /> <br />After the invocation, Council approved as recDTded the minutes of its regular meeting held <br /> <br />July 24, 1973, and of its special meetings held July 30, 1973 and August 7, 1973. <br /> <br />Before proceeding with the regular order of business, Mayor West and Council recognized <br /> <br />Mrs. Betty M. Ragsdale, who became Director of the Martinsvil1e-Henry County Public <br /> <br />Library on August 1, 1973, and Mrs. Charlotte Nelson, Acting Office Manager of the <br /> <br />Martinsville office of Virginia Telephone Company. <br /> <br />Pursuant to his memorandum dated August 9, 1973, Mayor West presented a reso1ution-- <br /> <br />prepared by City Attorney Worthy--whereby would be established by Council a Welfare <br /> <br />Board under applicable provisions of Title 63.1 of the CODE OF VIRGINIA (1950, and as <br /> <br />amended), which Board would become organized and become effective September 1, 1973. <br /> <br />Following some discussion thereof, particularly as to the authority and responsibility <br /> <br />of such a board, and suggesting certain areas of local welfare operations to which <br /> <br />such a board might direct its immediate attention (viz., (1) to provide assistance only <br /> <br />to the needy and deserving; (2) the City's Day Care Center vs. a direct grant alternative; <br /> <br />and (3) the City's Food Stamp Program vs. a food commodities alternative), Council <br /> <br />unanimously adopted the following resolution establishing a local Welfare Board, <br /> <br />beginning September 1, 1973, and appointing the members thereof: <br /> <br />WHEREAS Section 63.1-43 of the 1950 Code of Virginia, as amended, provides <br />that the local Welfare Board of a city of the first class shall be, at the <br />discretion of the City Council, either the officer in charge of the Department <br />of Public Welfare or a board consisting of five members appointed by the City <br />Council of such city; and, <br />
