<br />LSO <br /> <br />TUESDAY <br /> <br />AUGUST 14, 1973 <br /> <br />WHEREAS Section 63.1-39 of said Code provides that the members of any such <br />five-man local board first appointed under the provisions of Title 63.1 of <br />said Code shall be appointed initially for terms of from one to four years so <br />as to provide for the balanced overlapping of the terms of the membership <br />thereon; and, <br /> <br />WHEREAS Section 63.1-47 of said Code provides that each member of any such <br />local board shall be paid his necessary traveling and other expenses incurred in <br />attendance upon meetings and while otherwise engaged in the discharge of his <br />duties as such member and, in addition to such expenses, may be paid out of the <br />general fund of such city as compensation for his services as such a member a <br />sum not to exceed $600.00 per year; and, <br /> <br />WHEREAS for a number of years the local Welfare Board of the City of <br />Martinsville, Virginia, has been the officer in charge of the Department of <br />Public Welfare (designated as the Department of Social Services pursuant to <br />Section 63.1-38.1 of said Code); and, <br /> <br />WHEREAS it is the discretion of the City Council of the City of Martinsvil1e <br />that the local Welfare Board shall henceforth consist of five members appointed <br />by the City Council; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular meeting assembled the 14th day of August, 1973, that commencing on <br />September 1, 1973, and thereafter the local Welfare Board for the City of <br />Martinsville shall consist of five members appointed by the City Council; and, <br /> <br />BE IT FURTHER RESOLVED, that H. F. Haymore, Harry Little, William R. Windle, <br />J. Berkeley Travis, and James L. Lavinder be, and they hereby are, appointed as <br />members of the local Welfare Board for terms of one to four years, the respective <br />term of each of the aforesaid members to be determined by lot at the organizational <br />meeting of the Board to be held hereafter pursuant to Section 63.1-48 of the <br />aforesaid Code; and, <br /> <br />BE IT FURTHER RESOLVED that each member of the aforesaid Board shall be <br />paid his necessary traveling and other expenses incurred in attendance upon <br />meetings and while otherwise engaged in the discharge of his duties as such <br />member and, in addition, shall be paid out of the general fund as compensation <br />for his services as such a member $600.00 per year. <br /> <br />In connection with recent discussions by Council regarding local "ADC" case loads and the <br /> <br />comparison thereof with "ADC" case loads of area jurisdictions, Social Services Superintendent <br /> <br />Odell W. Gray presented an analysis thereof, accompanied by copies of certain explanatory <br /> <br />documents. In addition, Mr. Gray called to Council's attention (by memorandum dated <br /> <br />August 14, 1973) the fact that all local social service agencies are involved in a <br /> <br />validation process to determine whether any excess payments have been or are being made <br /> <br />and the efforts now underway by the Virginia League of Social Service Executives in <br /> <br />support of taking positive court action on the first questionable case (i.e., as to the <br />
