p" ,j. TUESDAY APRIL 10, 1973 The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor Francis T. West presiding, was held Tuesday, April 10, 1973, beginning at 7:30 P.M., in the Council Chamber, City Hall, all members being present, viz., Mayor Francis T. West; Harry L. Boaz, Vice Mayor; W. Donald Hartford; William D. Hobson; and Morton W. Lester. After the invocation, Council approved--as read--the minutes of its regular meeting held March 27, 1973, and of its special meetings held March 29, 1973, and April 2, 1973. Vice-Mayor Boaz brought to Council's attention the fact that Mr. D. B. Hanel, Commissioner of the Revenue, in filing his 1973-1974 budget requests with the State Compensation Board, as presented to and approved by the Council on March 27, 1973, included no increase in salary for himself inasmuch as it was his understanding that his present rate of compensation constituted a "ceiling" or maximum for his position. Vice-Mayor Boaz further pointed out that subsequent consultation by Mr. Hanel with the Compensation Board revealed that said present rate is not the "ceiling" or maximum for this position and, also, that the Board would entertain a request for a 5~% increase. Accordingly, Council unanimously authorized Mr. Hanel to file an amended request for a 5~% salary increase (for 1973-1974) for himself . Vice-Mayor Boaz, Chairman of a Special Committee appointed to consider a request (filed last year) for "free" bus service for all local school students, presented his committee's report in which was recommended that the City, through its budget, finance the cost of transporting those indigent school children who do not live within a reasonable walking distance from the schools to which they are assigned.
