<br />10 <br /> <br />TUESDAY <br /> <br />APRIL 10, 1973 <br /> <br />might be provided such transportation) would be on the basis of those (now <br /> <br />approximately 1,250) entitled to the so-called "free lunch" program in the public <br /> <br />school system, keeping in mind that some who do not request free lunches are <br /> <br />actually indigent and would logically be eligible; under the guideline suggested, <br /> <br />for tax-supported transportation. Furthermore, the committee pointed out that <br /> <br />some students receiving free lunches, but now walking to school, would be eligible <br /> <br />for free transportation. The committee further pointed out that, of the 1,250 <br /> <br />students eligible for free lunches, some 650 are now riding the buses and that <br /> <br />approximately 200-to-250 additional students (of the 1,250) would probably <br /> <br />participate in the free-transportation system. The committee assumed that school <br /> <br />officials would be assigned the responsibility of determining eligibility and would <br /> <br />also issue bus tickets to such eligible students. The estimated annual net cost <br /> <br /> <br />of providing this service was placed at $30,000.00-to-$50,000.00, for which the <br /> <br /> <br />committee noted that five new buses would be required at a cost of some $37,000.00, <br /> <br /> <br />suggesting that these capital costs (i.e., for new buses) be financed with federal <br /> <br />revenue-sharing funds. The committee indicated that City Manager Noland will <br /> <br />investigate the feasibility and cost of adding sufficient space to the City Shop <br /> <br />facility for maintenance and storage of all City Transit buses as well as the <br /> <br />feasibility of employing mechanics to service the buses. The committee further <br /> <br />pointed out that the local public transit company (City Transit) is operating at <br /> <br />a deficit and that, in order to continue public transit service (which the <br /> <br />committee feels should be continued), the City must subsidize this operation. <br /> <br />Meanwhile, the committee recommended that the required new buses be placed on <br /> <br />order immediately to ensure delivery in time for the next school year session. <br /> <br />After some discussion, Council expressed its appreciation to the committee for its <br /> <br />study and findings as well as to the Sportmen's Club, whose members initiated the <br /> <br />"free-bus" request and which members concurred in the committee's findings.
