<br />,....r <br />4 . <br /> <br />TUE SDA Y <br /> <br />FEBRUARY 27, 1973 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor Francis T. West presiding, was held on Tuesday, February 27, <br /> <br />1973, in the Council Chamber, City Hall, beginning at 7:30 P.M. All members were <br /> <br />present. <br /> <br />Following the invocation, minutes of the meeting of February 13, 1973, were <br /> <br />approved as read. <br /> <br />Councilman Boaz, Chairman of Council's Special Committee for Traffic and Safety, <br /> <br />reported that Mr. J. H. Barnes, one of the three members of the committee, had <br /> <br />found it necessary to resign from the committee because of a change in his work <br /> <br />schedule. On Councilman Boaz's recommendation, Council unanimously named Mr. <br /> <br />William A. Wade, currently president of the Retail Merchants Association, as Mr. <br /> <br />Barnes' replacement on the Traffic and Safety Committee. Mayor West expressed <br /> <br />the City's thanks to Mr. Barnes for his valuable service to the City, through <br /> <br />the work of this committee. <br /> <br />By unanimous vote, after motion by Mr. Boaz, seconded by Mr. Hartford, Council <br /> <br />accepted the recommendation of the City Planning Commission that the City's C-3 <br /> <br />Commercial zoning classification be the zoning covenant to be included in a <br /> <br />contract between the City and Lester Lumber Company, under the terms of which <br /> <br />the City would execute a contract for provision of City water and sewer services <br /> <br />to a proposed business development outside the City limits, on Commonwealth <br /> <br />Boulevard in the vicinity of VC Drive. <br /> <br />It was pointed out that Mr. Martin J. Lester had petitioned the City, in November, <br /> <br />1972, for the rezoning of his property at 318 Starling Avenue from R-6 Residential <br /> <br />to C-3 Commercial classification but, that subsequent to that original petition, <br />
