<br />,... <br />i <br /> <br />TUESDAY <br /> <br />FEBRUARY 13, 1973 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with May~r Francis T. West presiding, was held on Tuesday, February <br /> <br />13, 1973, in the Council Chamber, City Hall, beginning at 7:30 P. M. <br /> <br />Members present were Mayor Franci$ T. West, Vice Mayor H. L. Boaz, William <br /> <br />D. Hobson, W. D.. Hartford, and Morton W. Lester. <br /> <br />Following the invocation, minutes of the regular meeting held January 23, 1973, <br /> <br />were approved as recorded. <br /> <br />CoUncilman Boaz, Chairman of the Traffic and Parking Committee, reported that <br /> <br />there had been considerable concern about and study of the need of a Patrol <br /> <br />Mother at the intersection of East Church Street and Fairy Street, since the <br /> <br />opening of the Fairy Street Bridge. He further stated that the Police Department <br /> <br />had recently been able to complete a plan for the use of School Boy Patrols in <br /> <br />the vicinity of Patrick Henry Elementary School, thus making it feasible to <br /> <br />station a Patrol Mother at the Church Street - Fairy Street intersection, <br /> <br />without employment of additional personnel. Councilman Hartford also explained <br /> <br />that the City's Highway Safety Committee is much concerned about this inter- <br /> <br />section and is putting forth concentrated study with the hope of improving <br /> <br />the situation at this intersection. <br /> <br />Council conducted a duly-advertised public hearing on the petition submitted <br /> <br />November 14, 1972 by the City's Electric Department requesting the issuance <br /> <br />of a Special-Use Permit which would allow the construction of an electric <br /> <br />substation on a vacant lot situated on Indian Trail between House Nos. 1019 <br />Commission <br />and 1023. Pursuant to its own public hearing, the City Planning/had, on <br /> <br />January 5, 1973, recommended that City Council approve the application for <br /> <br />a Special-Use Permit, whereupon motion was made by Councilman Lester, <br />
