,\ f"
~::

TUESDAY

NOVEMBER 14, 1972

The regular semi-monthly meeting of the Council of the City of Martinsville,

Virginia, with Mayor Francis T. West presiding, was held Tuesday, November 14,

1972, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members

being present; namely, Mayor West, Harry L. Boaz, Vice-Mayor; W. Donald

Hartford, William D. Hobson and Morton W. Lester.

After the invocation, Council approved, as recorded, the minutes of its regular

meeting held October 24, 1972.

Mayor West, noting that the matter of the recently discussed parking meter

situation is not on the agenda, stressed that interest in the parking situation

as shown by the Retail Merchants Association, by individual businessmen and

merchants, as well as private citizens and members of City Council mean that

all have the same goal; to serve the public in the most feasible manner, and

the Mayor stressed that there is no divergence as to what is wanted by all

concerned; rather, the only differences of opinion lie in variations as to how

to achieve the common goal.

Mayor West referred further to a letter from the Retail Merchants Parking

Committee, under date of October 30, in which a specific plan of action was

proposed and that on November 8 a follow-up letter had suggested that the

Council forego until a future date consideration of the plan under date of

October 30. He noted that this is another indication of varied opinions as

to the major plan of action and because of this, he felt it to be logical that

the recently-appointed special Central Business District Development Committee

would logically be the body to consider this situation as a part of its major

assignment and that this committee would possibly come up with an interim

plan, especially on how to insure parking for shoppers.
