<br />"t\f~01 <br />JJ~ <br /> <br />FRIDAY <br /> <br />SEPTEMBER 10, 1976 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor G. S. Fitz-Hugh presiding, was held Friday, September <br /> <br />10, 1976, in the Council Chamber, City Hall, beginning at 11:00 A.M., for <br /> <br />the purpose of receiving and acting upon a report and recommendation of <br /> <br />the CBD Commission with regard to Council's action of September 7, 1976, <br /> <br />pertaining to free parking on Saturdays (until January 1, 1977) in the <br /> <br />downtown business area. All members of Council were present, viz., <br /> <br />G. S. Fitz-Hugh, Jr., Mayor; William D. Hobson, Vice Mayor; Barry A. Greene; <br /> <br />L. D. Oakes; and Francis T. West. <br /> <br />After the stating of the purpose of this meeting, Council received the <br /> <br />following report and recommendation of the CBD Commission, as presented by <br /> <br />Assistant City Manager-Public Works Director George W. Brown, CBD Commission <br /> <br />Chairman: <br /> <br />A called meeting of the Central Business District Commission <br />was held at 2:00 P.M., September 9, 1976, for the purpose of <br />reviewing a matter acted upon by City Council involving <br />parking in the CBD area on Saturdays during a trial period. <br />The action taken by Council, to permit those who occasion <br />the CBD area to park in the metered spaces and in the <br />recently completed parking lot across from the Post Office <br />without charge and with no time limit, was subject to review <br />by the CBD Commission. In its consideration of this matter, <br />the Commission noted the following: <br /> <br />1. The CBD Commission serves in an advisory capacity to <br />City Council on matters involving the CBD area, including <br />parking. <br /> <br />2. The Commission recognizes that Council has the right <br />and responsibility to establish such policies and enact <br />such ordinances as appropriate in their best judgment to <br />best serve the citizens of our community. <br /> <br />3. The Commission shares Council's concern regarding the <br />possible moving of the Henry County Court facilities and <br />other county offices from its present location to Kings <br />Mountain Road. <br />
