The Commission supports and is in agreement with the <br />objectives of Council's action to offer the citizens of <br />Henry County parking conveniences in the CBD area as a <br />gesture of goodwill and to create a sense of welcome to <br />our City. <br /> <br />5. The Commission considers it imperative for the City <br />to offer all assistance possible to Henry County in <br />meeting its parking needs on a long-and-short-term <br />basis. <br /> <br />6. The action of Council permitting free parking on <br />Saturdays is not in conflict with the long range <br />objectives of the CBD Study Report prepared by <br />Dr. Richard Yearwood and Evans-Knight, Architects, <br />which was adopted by City Council on August 7, 1973. <br />The Commission concurs with these objectives from a <br />long-term point of view. <br /> <br />7. The Commission is in the process of implementing <br />the parking plan adopted by City Council on April 13, <br />1976. Among other things, this plan provides for the <br />determination of both employee and customer parking <br />needs and the providing of parking spaces needed to <br />meet such needs, a system of controls being necessary <br />to insure proper utilization of all parking areas. <br />The Commission expressed concern regarding the <br />possible misuse of parking areas by downtown employees <br />if parking is permitted in strategic areas without <br />controls, particularly at this time, since spaces have <br />not been secured for all CBD employees. <br /> <br />8. In an effort to give Council the benefit of the <br />Commission's views on ways of assisting the County <br />in meeting its parking requirements and offer the <br />County and City shoppers the maximum shopper <br />convenience, this matter was divided into two <br />categories as follows: <br /> <br />a. Parking requirements related directly to <br />the Henry County Court House. This includes <br />employee and service parking along with <br />parking for those who occasion the Court <br />House for any purpose. <br /> <br />b. Free parking without time limit on <br />Saturdays in all areas of the CBD. <br /> <br />After a lengthy discussion and review of this matter, <br />the Commission voted to recommend to City Council the <br />following: <br />
