<br />"''16 <br />~i::J: <br /> <br />TUESDAY <br /> <br />SEPTEMBER 7, 1976 <br /> <br />The regular semi-monthly meeting (rescheduled from September 14, 1976, because <br /> <br />of 1976 Annual Virginia Municipal League Convention to be held in Richmond, <br /> <br />Virginia, September 12th-14th, 1976) of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor G. S. Fitz-Hugh, Jr., presiding, was held Tuesday, <br /> <br />September 7, 1976, in the Council Chamber, City Hall, beginning at 7:30 P.M., <br /> <br />all members being present, viz., G. S. Fitz-Hugh, Jr., Mayor; William D. Hobson, <br /> <br />Vice Mayor; Barry A. Greene; L. D. Oakes; and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its <br /> <br />regular meeting held August 24, 1976 and of its special organizational <br /> <br />meeting held September 1, 1976. <br /> <br />In tentative acceptance of the Planning Commission's recommendation dated <br /> <br />September 7, 1976, Council called for a duly-advertised public hearing to be <br /> <br />conducted at Council's forthcoming October 12th meeting on an Application for <br /> <br />a Special-Use Permit, as filed by Mr. Ebb H. Williams, III, Attorney at Law, <br /> <br />with Council on July 27, 1976, on behalf of Mr. Daniel C. Hairston, who seeks <br /> <br />permission to be allowed to remodel and convert the former Community Hospital <br /> <br />property, of which Mr. Hairston is owner, situated on Armstead Avenue, to a <br /> <br />fourteen-unit apartment complex. Included in the public hearing, pursuant to <br /> <br />the Planning Commission's recommendation, will be the question of granting a <br /> <br />variance from the existing setbacks on both the front and east side lines of <br /> <br />the property. <br /> <br />Also, in tentative acceptance of the Planning Commission's recommendation dated <br /> <br />September 7, 1976, Council called for a duly-advertised public hearing on <br />
