Boaz presiding, was held Tuesday, July 13, <br /> <br />1976, in the Council Chamber, City Hall, beginning at 7:30 P.M., all <br /> <br />members--with the exception of Vice-Mayor Hobson--being present, viz., <br /> <br />Harry L. Boaz, Mayor; G. S. Fitz-Hugh, Jr.; Barry A. Greene; and <br /> <br />Morton W. Lester. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its <br /> <br />regular meeting held June 22, 1976 and of its special meeting held July 8, <br /> <br />1976. <br /> <br />In connection with, and supplementing, the enactment by Council on <br /> <br />June 22, 1976 of an amendment to Section 3-9 of the City Code, pertaining <br /> <br />to the so-called "Dog Leash Law" ordinance and to the Special Citizens <br /> <br />Committee's recommendations thereon, Council unanimously adopted (on <br /> <br />second reading) the following ordinance amending Sections 3-10 and 3-14 <br /> <br />of the City Code, effective September 1, 1976: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsvi11e, <br />Virginia, in regular meeting assembled this thirteenth day <br />of July, 1976, that Sections 3-10 and 3-14 of Chapter 3 <br />(Article II) of the Code of the City of Martinsvi11e, <br />Virginia, be--and are hereby--amended to read as follows: <br /> <br />Section 3-10. Impoundment generally. <br />Any dog found in the city not vaccinated, identified, <br />licensed or regulated, as required in this article, <br />shall be impounded by an authorized official of the <br />city and such dog shall be held for a period of ten <br />days. The dog may be released to its owner, within <br />the first five days of the ten-day period, upon the <br />owner's proof of ownership, vaccination of the dog, <br />payment of the cost of impounding the dog at the <br />rate of one dollar per day, with a minimum of three <br />dollars, and payment of any fine assessed under the <br />
