<br />c <br />~ <br /> <br />TUESDAY <br /> <br />JULY 13, 1976 <br /> <br />the prOV1Slons of this article. <br />At the expiration of the five-day period, any dog not so <br />claimed by its owner may be disposed of by giving it into the <br />possession of any person willing to pay the cost of impounding, <br />vaccination and license. If any dog is not disposed of <br />within the ten-day period it shall be killed in a humane <br />manner by the impounding officer. <br /> <br />Section 3-14. Female dogs in season. <br />Every female dog in heat shall be confined in a building or <br />secure enclosure in such a manner that such female dog cannot <br />come into contact with another animal except for planned <br />breeding. <br /> <br />BE IT FURTHER ORDAINED by said Council that this ordinance and these <br />amendments shall become effective September 1, 1976. <br /> <br />Pursuant to the Planning Commission's report and recommendation (dated July 9, <br /> <br />1976), Council approved a request for water service, as filed with Council on <br /> <br />June 22, 1976 by Ray D. Frith & Partners, for a proposed building to be constructed <br /> <br />by applicant on a site between the City's Industrial Park and Smith River, subject <br /> <br />to the application of "M-3 Industrial" zoning regulations, the submitting of a site <br /> <br />plan to the City's Building Official, the relocating of a water line by applicant, <br /> <br />the granting of a r-o-w easement by applicant for the relocated water line, and such <br /> <br />other terms and conditions as are to be incorporated in a contract or agreement to <br /> <br />be executed by the City and the applicant. <br /> <br />Upon being apprised of current regulations governing the 1976-77 expenditure of State- <br /> <br />Federal funds allocated and/or available to the Blue Ridge Regional Library, as <br /> <br />explained by Mrs. Betty M. Ragsdale, Director of said library, Council authorized <br /> <br />and requested that such funds for 1976-77 be released to the Blue Ridge Regional <br /> <br />Library. <br />
