61 j< /~ r:., .~ THURSDAY JULY 8, 1976 A special and duly-called meeting of the Council of the City of Martinsville, Virginia, with Mayor Harry L. Boaz presiding, was held Thursday, July 8, 1976, in the Council Chamber, City Hall, beginning at 8:30 A.M., for the stated purpose of considering and determining the usage of Federal Revenue-Sharing funds allocated for the period July 1, 1976 through December 31, 1976, and for the stated purpose of considering two legal matters in Executive Session. All members of Council were present, viz., Harry L. Boaz, Mayor; William D. Hobson, Vice Mayor; G. S. Fitz-Hugh, Jr.; Barry A. Greene; and Morton W. Lester. After the invocation, and pursuant to authority granted under Section 2-6 of the City Code, Mayor Boaz announced the appointment of Mr. E. E. ("Tee") Stone, a former member of City Council, to membership on the City Planning Commission for the unexpired term (ending June 30, 1978) of Mr. George L. Nease, resigned (see letter of resignation dated May 19, 1976). Upon motion, duly seconded and unanimously carried, Council indicated that the City would spend the sum of $238,050.00 from Federal Revenue-Sharing funds of like amount allocated for the "Seventh Entitlement Period" (Le., July 1, 1976 through December 31, 1976) for operating-maintenance expenses under Revenue- Sharing's Public Safety category, with notice thereof to be published in the Martinsville Bulletin pursuant to Federal-Revenue Sharing requirements and the required "Planned Use Report" to be filed with the appropriate Federal agency, as required. Council's attention was called to the fact that, although said "Planned Use Report" should have been received by the City during the latter part of April, 1976 for execution and return to the Federal agency by June 25, 1976,
