" <br /> <br />TUESDAY <br /> <br />MAY 25, 1976 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsvi11e, <br /> <br />Virginia, with Vice-Mayor William D. Hobson presiding in the absence of <br /> <br />Mayor Harry L. Boaz, was held Tuesday, May 25, 1976, in the Council Chamber, <br /> <br />City Hall, beginning at 7:30 P.M., all members (with the exception of Mayor <br /> <br />Boaz, who was out of town) being present, viz., William D. Hobson, Vice Mayor; <br /> <br />G. S. Fitz-Hugh, Jr.; Barry A. Greene; and Morton W. Lester. <br /> <br />Following the invocation, Council approved--as recorded--the minutes of its <br /> <br />regular meeting held May 11, 1976 and of its special meeting held May 18, 1976. <br /> <br />Pursuant to Council's directive, from its May 11th meeting, City Attorney Worthy <br /> <br />presented a draft of a proposed ordinance to amend sub-section (a) of Section 3-9 <br /> <br />(Article II) of the City Code, which would prohibit dogs running at-large and would <br /> <br />provide the penalty against the owner(s) or keeper(s) for violation thereof. <br /> <br />Citizens present and speaking to this subject were: <br /> <br />(1) Mr. Francis T. West (Councilman-Elect), of 1012 River Forest <br />Place, who reported on comments and reactions received by <br />him from various citizens, with Mr. West suggesting a <br />reasonable period of time be provided before the effective <br />date of such an ordinance in order that citizens may make <br />such arrangements as they deem necessary to be able to <br />comply therewith; <br />(2) Mr. Raymond J. Carr, of 1712 Meadowview Lane, who <br />expressed the opinion that the proposed ordinance would <br />be too stringent, (that) it would bring on enforcement <br />problems, and (that), in lieu of the proposed ordinance, <br />a substitute amendment be enacted and be in force only <br />during certain times, such as on days garbage and <br />refuse are collected; <br />(3) Mr. D. B. McCullough, of 712 Parkview Avenue, who <br />suggested that the word "animals" be substituted for <br />the word "dog" or "dogs" in the proposed ordinance; <br />(4) Mr. Albert J.
