<br />186 <br /> <br />TUESDAY <br /> <br />MAY 25, 1976 <br /> <br />supported the statements and oplnlons of Mr. Raymond J. Carr <br />and also suggested the formation of a citizens committee <br />to prepare a proposed "dog leash law" ordinance to reflect <br />and respect the wishes of both those who favor a stringent <br />ordinance and those who voted against this question in <br />the May 4th referendum; <br />(5) Mr. Robert N. Crockett, of 1007 Mountain Road, who urged <br />Council to adopt the proposed ordinance to carry out the <br />wishes of the May 4th referendum majority; <br />(6) Mr. John G. Barrows, of 725 Susan Lane, who favored the <br />enactment by Council of a dog leash law as strong as <br />can be made; <br />(7) Mrs. Donald G. Hogg, of 1604 Meadowview Lane, who <br />favored the establishing of a citizens committee, as <br />hereinbefore suggested by Mr. Bauer1in, but expressed <br />opposition to any members thereof being from those <br />citizens who voted against a dog leash law enactment <br />in the May 4th referendum; and <br />(8) Mr. Curtis A. Trull, of 14 Bondurant Street, to whose <br />inquiry Council indicated that it will enact a dog <br />leash law (ordinance) but, prior thereto, desires <br />additional citizen in-put and would intend providing <br />an effective date thereof some 60-to-90 days <br />following enactment. <br /> <br />Following various comments by members of Council, upon motion by Councilman <br /> <br />Lester, duly seconded and unanimously carried, Council authorized and directed <br /> <br />City Manager Noland to appoint a special committee of citizens for the purpose <br /> <br />of obtaining more in-put from citizens on this qu~stion and to report back to <br /> <br />Council their findings at Council's forthcoming June 22nd meeting. Upon motion <br /> <br />by Councilman Greene, in concurrence with the suggestion of Councilman Fitz-Hugh, <br /> <br />duly seconded, Council ordered the publication of the proposed ordinance (as <br /> <br />prepared by City Attorney Worthy), with the addition thereto, at the end of <br /> <br />the second paragraph thereof, of Councilman Greene's recommended amendment, <br /> <br />viz., "or under the control of a reasonable person and obedient to that person's <br /> <br />command", with Councilman Fitz-Hugh voting against the motion because of his <br /> <br />objection to the aforesaid amendment. The proposed ordinance draft, ordered <br /> <br />published as amended, follows: <br /> <br />SECTION 3-9. <br />(a) It shall be unlawful for the owner or keeper of any <br />dog to allow such dog to run at large, at any time, within <br />
