<br />16 <br /> <br />TUESDAY <br /> <br />APRIL 22, 1975 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor Harry L. Boaz presiding, was held in the Chamber, City <br /> <br />Hall, Tuesday, April 22, 1975, beginning at 7:30 P.M., with all members being <br /> <br />present, viz., Harry L. Boaz, Mayor; William D. Hobson, Vice Mayor; <br /> <br />G. S. Fitz-Hugh, Jr.; Barry A. Greene; and Morton W. Lester. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its <br /> <br />regular meeting held April 8, 1975. <br /> <br />Pursuant to duly-advertised public notice, Council and the Planning Commission <br /> <br />jointly conducted a public hearing on an application filed March 11, 1975, by <br /> <br />the Exchange Club of Martinsville, requesting a Special-Use Permit to allow <br /> <br />said club to conduct annual fairs at Liberty Heights Fairgrounds, replacing the <br /> <br />permit formerly held by the Martinsville-Henry County Fair & Exposition. No <br /> <br />objections being registered, and upon recommendation of the Planning Commission, <br /> <br />Council unanimously approved said application--and issued said Special-Use Permit-- <br /> <br />subject to the following conditions: <br /> <br />(1) the permit shall be in force for a period of five years, i.e., <br />1975 through 1979, subject to advance annual review by the <br />Council during the years 1976 through 1979, which advance <br />annual review shall be initiated and requested by the Exchange <br />Club; <br />(2) "girlie-type" sideshows are prohibited; and <br />(3) money-type gambling games are prohibited. <br /> <br />Also, pursuant to duly-advertised public notice, the Council conducted a public <br /> <br />hearing on a revised and/or new Comprehensive Plan for Martinsville, including a <br /> <br />1995 Land-Use Plan, as recently prepared by Wiley & Wilson, Consulting Engineers, <br /> <br />and as recently approved--with certain revisions resulting from public hearings <br />
