1

TUESDAY

APRIL 22, 1975

-

conducted--by the Planning Commission. Representatives of Wiley & Wilson were

present and reviewed the processes by which the Plan(s) had been developed as well

as the more recent revisions thereto and updating thereof, pointing out that the

proposed 1995 Land-Use Plan does not affect the City's current Zoning Ordinance

but, rather, would serve as a guide to achieve future zoning goals. Principal

comments and/or objections were offered by the following:

_.

(1) Mr. David Hamrick, Property Manager for The Lester Group, who
expressed opposition to the proposed usage assigned to 500
acres owned by The Lester Group, along Commonwealth Boulevard
and/or Northside Drive; and
(2) Messrs. Joseph Pritchett and William B. Muse, who questioned
the proposed usage assigned to a block along Fayette Street.

Other citizens speaking to this subject or registering by letter some concern

were:

(1) Miss Jane English, on behalf of herself and a number of other
citizens, who strongly urged that bicycle trails be provided
and included in the Plan; and
(2) a reported letter to City officials from the English family,
expressing strong opposition to the proposed route for a
section of the "inner loop" of the Thoroughfare Plan, with
Council directing that this letter be referred to the Virginia
Department of Highways for study and consideration.

At the conclusion of said public hearing and upon motion, which was duly seconded,

Council unanimously adopted said Comprehensive Plan and the proposed 1995 Land-Use

Plan, with updating thereof and revisions thereto pursuant to changes outlined by

"-

the consulting engineers, with the comments and requests pertaining to The Lester

Group property and the section of Fayette Street yet to be considered. Meanwhile,

Council went on record as being cognizant and most appreciative of the intense

study, interest, time and effort devoted by the Planning Commission during its

consideration of said Comprehensive Plan and Land-Use Plan.
