<br />TUESDAY <br /> <br />MARCH 11, 1975 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor Harry L. Boaz presiding, was held Tuesday, March 11, 1975, <br /> <br />in the Council Chamber, City Hall, beginning at 7:30 P. M., all members being <br /> <br />present, viz., Harry L. Boaz, Mayor; William D. Hobson, Vice-Mayor; <br /> <br />G. S. Fitz-Hugh, Jr.; Barry A. Greene; and Morton W. Lester. <br /> <br />"- <br /> <br />After the invocation, Council approved--as recorded--the minutes of its <br /> <br />regular meeting held February 25, 1975. <br /> <br />Through the Martinsville Community Recreation Association and its Vice-President, <br /> <br />Mr. Oakley Fitzgerald, and on behalf of the Council and the citizens of <br /> <br />Martinsville, Mayor Boaz presented to Mr. Harry P. Varn and Mr. L. D. Oakes <br /> <br />plaques of recognition awarded by the Virginia Recreation & Park Society for <br /> <br />outstanding service rendered the City and its citizens. Meanwhile, Council <br /> <br />commended all members of the local Recreation Association for their interest <br /> <br />and efforts in the local recreation programs, as well as Mr. Herbert O. Hughes, <br /> <br />Recreation Director, for his excellent direction and leadership, and all <br /> <br />participating citizens. <br /> <br />Council acknowledged receipt of a "Ten-Year Progress Report" prepared and <br /> <br />presented by the City's Recreation Department. <br /> <br />Mr. John D. Richmond, Superintendent of the City School System, appeared before <br /> <br />Council and requested a supplementary appropriation of $18,000.00-to-$22,OOO.00 <br /> <br />to meet increased costs of electric service for the school system for the current <br /> <br />fiscal year, meanwhile explaining that increases in cost of other fuel (gas and oil) <br />
