Upon motion, duly <br /> <br />seconded, Council appropriated--from Prison Fund surplus--the sum of up-to <br /> <br />$22,000.00 to the School System to finance increased costs of electric service. <br /> <br />Mr. Richmond also introduced Dr. James E. Calkins, Superintendent-Designate <br /> <br />of the City School System, who will succeed Mr. Richmond upon Mr. Richmond's <br /> <br />retirement on November 1, 1975. <br /> <br />Council was apprised of a recent proposal by the State Corporation Commission, <br /> <br />whereby the Commission--if it approves an application filed by the Chesapeake <br /> <br />& Potomac Telephone Company--proposes to apply state-wide an increase in <br /> <br />pay-telephone charges as well as a new charge for directory assistance, on <br /> <br />which proposal the State Corporation Commission has called a public hearing in <br /> <br />Richmond, Virginia, on April 10, 1975. <br /> <br />An application for a Special-Use Permit, as filed by the Martinsville Exchange <br /> <br />Club, to conduct annually a Martinsville-Henry County Fair, replacing and <br /> <br />superseding a similar permit heretofore held by the Henry County Fair & <br /> <br />Exposition but no longer active, was referred to the Planning Commission for <br /> <br />its consideration and recommendation. <br /> <br />Mr. John W. Bouldin, Jr., City Treasurer, appeared before Council and explained <br /> <br />revised legal procedures, recently enacted by the Virginia General Assembly, <br /> <br />pertaining to the establishing of liens on delinquent real estate taxes by local <br /> <br />jurisdictions. Council referred this matter to a special committee consisting of <br /> <br />City Manager Noland and his appointees, for study and recommended procedure the City <br /> <br />should adopt. <br />
