Ronald Ferrill <br /> <br />Consider apprOval of the minutes of City Council's meetings of <br />April 24, May 8 and 14, 2001. (See Enclosure # l-a, # 1-b and # l-c) <br /> <br />Consider a presentation by students from Martinsville Middle <br />School regarding a creative problem-solving project on a youth <br />center for the City. <br /> <br />COMMENTS: Ms. Ann Stultz, teacher at Martinsville Middle <br />School, requested permission for about seven of her 8th graders to <br />make this presentation as a part of their class project. She says <br />they will need about five minutes and will give an opportunity for <br />questions. <br /> <br />Business from the floor. <br /> <br />Conduct a Public Hearing and consider adoption of an Ordinance <br />on a request from Shelton H. Blackwell, dr., to rezone 603 East <br />Church Street (known on the Tax Map of the city as 34(3G)17R), <br />from R-9 Residential to P-2 Professional. (See Enclosure #2) <br /> <br />COMMENTS: The Planning Commission has recommended <br />approval of this rezoning request. We recommend that Council <br />adopt the Ordinance as prepared. <br /> <br />Conduct a Public Hearing and consider adoption of a Resolution <br />regarding the conveyance of City-owned real property (22 East <br />Church Street--formerly known as Tultex) to the Industrial <br />Development Authority of the City of Martinsville, Virginia. <br />(See Enclosure #3) <br /> <br />COMMENTS: As you may recall, on September 26, 2000, City <br />Council adopted a Resolution accepting conveyance of this proper- <br />ty from the School Board to the City. Now the IDA desires to pur- <br />chase it for use as a small business incubator to be known as the <br />Business Development Center. The IDA has secured a $700,000 <br />grant from the Federal Economic Development Administration for <br />the purchase of this property. We recommend that Council adopt <br />the Resolution, which authorizes the City Manager to execute the <br />Deed. <br /> <br />Consider adoption, on emergency basis, of Ordinance No. 2001-3 <br />amending Chapter 13mOffenses-Miscellaneous, Article Iwln <br /> <br /> <br />
