September 7, 2000 <br /> <br /> A work session meeting of the Council of the City of Martinsville, Virginia, was <br />held to tour the water resource facilities on September 7, 2000, beginning at 10:06 A. <br />M., with Mayor Mark Crabtree presiding. Council Members present included: Mark A. <br />Crabtree, Mayor; M. Gene Teague, Vice Mayor; and Council Members Bruce H. T. <br />Dallas, J. Ronald Ferrill, and Terry L. Roop. <br />Hvdro Electric Dam <br /> <br /> Eugene Richardson, Electrical Department Director, stated, "There are two <br />generators inside, one 1,000 kilowatts and one 400 kilowatts. This facility was built in <br />the 1930s and would cost approximately $2.5 million to replace. We run depending on <br />the water supply. After it's released from Philport Dam, it takes approximately five to six <br />hours to get here. When fully open, the water goes down approximately three feet. It's <br />in our contract with Cinergy to run as we've always done. This facility produces <br />approximately $250,000 in revenue." <br /> <br /> John Dyches, Water Resources Director, stated, "There are two wastewater <br />treatment facilities downstream, ours and the County's [of Henry]. Our permits are <br />based on minimum flow, and we meet limits at all times. The Electrical and Water <br />Departments work very closely with scheduling. Low flow of water increases the costs <br />to treat." Mayor Crabtree asked, "What regulatory bodies do you work with?" Mr. <br />Dyches replied, "The State Water Conservation Department, Dam Division, and the <br />Department of Environmental Quality." <br />Wastewater Treatment Plant <br /> <br /> Mr. Dyches stated, "We average treating three million gallons of water per day. <br />We've been using. less electricity and chemicals to treat, and we're operating with three <br /> <br /> <br />
