TUESDAY, NOVEMBER 8, 1988 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor L. D. Oakes presiding, was held Tuesday, November 8, 1988,i <br />in the Council Chamber, City hall, beginning at 7:30 P.M. All members of <br />Council were present, viz., L. D. Oakes, Mayor; Clyde L. Williams,'Vice-Mayor; <br />William C. Cole, Jr.; Alfred T. Groden; and Allan McClain. <br /> <br />After the invocation and Mayor Oakes' cordial welcome to visitors present, <br />seven members of American Legion Pannill Post No. 42, led by Mr. Hardin <br />Edwards, appeared before Council and presented a new American flag, which was <br />authenticated by certificate as having been recently flown over our nation's <br />capitol and was made available through the office of Congressman L. F. Payne, <br />to replace the American Flag heretofore flown in front of the City's Municipal <br />Building, with disposition of the older flag to be handled by Pannill Post No. <br />42. <br /> <br />Upon motion, duly seconded and unanimously carried, Council approved the <br />minutes of its regular meeting held October 25, 1988. <br /> <br />In order that members of Council might attend a Virginia Municipal League <br />"legislative meeting" in Roanoke in the late afternoon/early evening of <br />Tuesday, November 22, 1988, Council rescheduled its regular semi-monthly <br />meeting for that date to Tuesday, November 29, 1988, beginning at 7:30 P.M. <br /> <br />Mr. Elijah Niblett, of 201 First Street, accompanied by a Mr. Williams, <br />appeared before Council and asked that Council assist in persuading the <br />management of R. P. Thomas Trucking Company (which Messrs. Niblett and Willjams <br />have attempted to do, without success) to take measures by which dust and <br /> <br /> <br />
