TUESDAY, NOVEMBER 8, 1988

t.rash from its nearby freight terminalwill not blow onto area residential
properties. City Manager Brown reported that he is aware of this problem and,
in fact, has already intervened on behalf of the area residents, the result of
which some progress has been made. Mr. Brown indicated, too, that he will
pursue this matter further and inform Council thereon.

Council unanimously adopted the following resolution recognizing and commending
the Board of Directors (some of whom were present, along with Mr. BillR.

Manning, Chairman) of the Piedmont Youth Soccer League, aswell as other

interested citizens, for the outstanding youth soccer program this group has

developed and is operating for the youth of Martinsville and Henry County:

WHEREAS, as a result of efforts initiated in 1981 by a small group
of area citizens, there is now in our midst a very active non-profit
and independent organization known as the Piedmont Youth Soccer
League, which is directed and operated by a volunteer Board of
Directors for the purpose of developing and promoting a youth soccer
.program for the Martinsville-Henry County community, a program now
consisting of thirty-two teams and involving some four hundred
youngsters, ages under-8 to under-16; and

WHEREAS, through said Board of Directors, plus twenty-four sponsors
from local business/industries, and the many coaches, interested
parents and grandparents, and citizens in general, this soccer
program is (1) providing an opportunity for local youth to
participate in the fastest-growing sport in the United States, (2)
providing a "feeder" source for current and future soccer players in
our area schools, (3) bringing people from surrounding localities
into the Martinsville-Henry County area, and (4) supplementing
meaningfully the community's governmental-sponsored and
governmental-financed recreation programs; now, therefore,

BE IT RESOLVED by the Council of the City of Martinsville, Virginia,
in regular meeting assembled this eighth day of November, 1988, that
it does hereby publicly and proudly recognize and commend all those
citizens who have developed and/or are currently guiding this most
worthwhile program for our community.

In tentative acceptance of the Planning Commission's favorable recommendation
on the following petition, Council called for a duly-advertised public hearing
