MONDAY. NOVEMBER 18. 1991 <br />A special joint and duly called meeting of the Council of t'he City of <br />Martinsville, Virginia, and the Board of Supervisors of the County of Henry, <br />Virginia, with Mayor Allan McClain and Chairman Simon A. Spencer .presiding, <br />was held Monday, November 18, 1991, in the Circuit Courtroom, City Hall, <br />beginning at 4:00 P.M. The purpose of the meeting was to hear a presentation <br />and recommendations from Joyce Engineering, Inc., consultants for the City <br />and County, regarding Solid Waste Management Services. Members of Council <br />present were: Allan McClain, Mayor; Alfred T. Groden, Vice-Mayor; George B. <br />Adams, Jr.; L. D. Oakes; and Clyde L. Williams. Members of the Board of <br />Supervisors present were: Simon A. Spencer, Chairman; R. J. Frye, Vice- <br />Chairman; S. E. Moran; Robert E. Scott; Robert L. Whitener; and Francis Zehr. <br /> <br />After the invocation, County Administrator C. Lee Lintecum commented on the <br />activities of the City and County Staffs and their consultants in an effort <br />to determine the best method to meet . the Virginia Department of Waste <br />Management · s (DWM) regulations and deadlines regarding the collect ion, <br />handling and disposing of solid waste for Martinsville and Henry County. He <br />introduced the City and County's consultant, Leonard E. "Butch" Joyce, Jr., <br />President of Joyce Engineering, Inc. <br /> <br />Mr. Joyce noted that his firm was submitting a "Status Report of Competitive <br />Negotiations for Solid Waste Management Services" which is an update from the <br />last meeting of August 14, 1990, with the Council and Board at which time the <br />Council and Board agreed to jointly pursue solid waste management facilities <br />and programs. He noted that the Evaluation Committee, consisting of former <br />City Manager George Brown, Acting City Manager Lance Heater, City Director of <br />Public Works Leon Towarnicki, County Administrator C. Lee Lintecum, Deputy <br />County Administrator Veronica Venable, and Joyce Engineering representatives, <br />Jim Reynolds, Mark Taylor and himself had reviewed the eight responses <br /> <br /> <br />
