266 <br /> <br /> MONDAY, NOVEMBER 18, 1991 <br /> <br />received from the Request for Proposals issued on June 16, 1990, for solid <br />waste management services and determined that three proposals contained the <br />best potential projects for the community. The top three proposals, in order <br />of rank from first to third, were submitted by Martinsville Energy and <br />Recovery Corporation (MERC), Chambers Waste Systems of Virginia, Inc., and <br />Browning Ferris Industries of South Atlantic, Inc. Negotiations began with <br />MERC,.but were ceased in June 1991when it was determined that the vendor did <br />not satisfactorily demonstrate the capability to perform the proposed <br />services in a timely and cost-effective manner. In July, 1991 negotiations <br />began with the second ranked vendor (Chambers). This caused some delay in <br />the target date for making a final recommendation (October 1991), but it <br />felt that the January 1, 1994, deadline for compliance with DWM regulations <br />can still be met if everyone performs their duties expeditiously. He <br />explained the Local (Public) versus Regional (Private) landfill concept, <br />which contrasted. an operation run by the local governments for their waste <br />only with a Regional operation run by a private organization. The Regional <br />landfill would serve a geographic area consisting of an 80-mile radius around <br />the proposed facility. Mr. Joyce said they were recommending a privately- <br />owned company (Chambers) to operate a Regional landfill facility <br />Martinsville and Henry County. He noted the three major things considered in <br />reaching this decision were: (1) the economies of scale of a multi- <br />jurisdictional facility; (2) risks and benefits of private ownership and <br />operation;and (3) risks and benefits of publicly operating a multi- <br />jurisdictional facility. Some other key issues that should be addressed <br />prior to a final decision are (1) updating the July 1, 1991, Solid Waste <br />Management Plan submitted to DWM; (2) administering the implementation of the <br />system; (3) recycling alternatives and the implementation of a plan for <br />recycling; and (4) public understanding of the issues and their involvement <br />in the process of developing a solid waste management strategy° <br /> <br /> <br />
