258 <br /> <br />TUESDAY, NOVEMBER 12, 1991 <br /> <br />A regular Semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, with Vice-Mayor Alfred T. Groden presiding, was held Tuesday, <br />November 12, 1991, in the Council Chamber, City Hall, beginning at 9:30 A.M. <br />Members of Council present were: Alfred T. Groden, Vice-Mayor; George B. <br />Adams, Jr.; L. D. Oakes; and Clyde L. Williams. Absent was Mayor Allan <br />McClain who was away from the City. <br /> <br />After the invocation, followed by Vice-Mayor Groden's cordial welcome to <br />visitors present, Council approved the minutes of its October 22, 1991, <br />meeting as circulated. <br /> <br /> There was no business from the floor. <br /> <br />Council conducted a public hearing on a request by the Piedmont Arts Associa- <br />tion for an amendment to Section IX--Off-Street Parking and Loading Space, <br />Paragraph B--Specifications of the Zoning Ordinance. There being no public <br />comment on this matter, Vice,Mayor Groden declared the public hearing closed. <br />Upon motion, duly seconded and by unanimous vote, Council approved on first <br />reading Ordinance No. 91-16 amending Section IX, Paragraph B of the City's <br />Zoning Ordinance. <br /> <br />Upon motion', duly seconded and by unanimous vote, Council approved on first <br />reading Ordinance No. 91-17 amending the City Code, Chapter 21--Taxation, <br />Article I--In General, Section 21-7--Real Estate Tax Exemption, Subsection <br />(b) (3), related to permanently and totally disabled persons. Acting City <br />Manager Lance G. Heater noted that this was at the request of Commissioner of <br />Revenue J. Ronnie Minter in order to parallel recent changes in the CODE OF <br />VIRGINIA. <br /> <br /> <br />
