244 <br /> <br />'THURSDAY, OCTOBER 10, 1991 <br /> <br /> A regular semi-monthly meeting of the Council of the City of MartinsVil~e, <br /> Virginia, with Mayor Allan McClain presiding, was held Thursday, October 10, <br /> 1991, in the Council Chamber, City Hall, beginning at 9:30 A.M. All members <br /> of Council' were present: Allan McClain, Mayor, Alfred T. Groden, Vice-Mayor; <br /> George B. Adams, Jr.; L. D. Oakes; and Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to visitors <br />present, Council approved the minutes of its September 24, 1991, meeting as <br />circulated. <br /> <br />Council recognized three citizens for their service on boards/commissions, as <br />follows: A. J. Lester, III, 1980-91 on the Industrial Development Authority <br />Board; Matthew Dietrich, 1990-91 on the Transportation Safety Commission; and <br />Ruby Fontaine, 1988-91 on the Southern Area Agency on Aging Board. None of <br />these recipients were present but the paperweights will be mailed to them. <br /> <br />COUncil recognized recent retirees of the City and presented a retirement <br />stipend to each one, as follows: George W. Brown, 40 years; Bill A Byrd, 42 <br />years; George W. Carter, 29 years; Robert L. Hopkins, 35 years; Billy F. <br />McNeely, 27 years; Jack G. Nash, 27 years; Junior C. O'Dell, 26 years; 7. <br />Leon Ramsey, 25 years; Mary Lee Ray, 30 years; and Cleo M. Wall, 27 years <br />(all of whom were present); and to Bobby F. Gregory, 36 years; Herbert O. <br />Hughes, 26 years; and Frank W. Mariels, 31 years (who were not present). <br /> <br />The Mayor noted that there were four new photographs on the wall of the <br />Council Chamber of former mayors of the City from the early part of the <br />century. We were able to secure these photographs from family members who <br />still live in the area. <br /> <br /> <br />
