THURSDAY, OCTOBER 10, 1991 <br />Upon ~gtiQn, duly seconded and unanimous agreement, Council adopted Ordinance <br />No. 91-15 on a request by Theresa Seay to amend Section V--District Use <br /> <br />Regulations of the Zoning Ordinance in order to reduce the side yard setback <br />requirement for child care centers. The Ordinance reads as follows: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virgi- <br />nia, in regular session assembled October 10, 1991, that it does <br />hereby amend the City Code, Appendix B--Zoning Ordinance, Section <br />V--District Use Regulations, Paragraph D--R-6Residential District <br />and Paragraph E--P-1 Professional District, related to Day Care <br />Centers, as follows: <br /> <br />Do <br /> <br />R-6 Residential District. <br />Child care centers; provided: <br />a. That no building so used shall be closer than fifty (50) <br /> feet to any rear lot line, or twenty-five (25) feet to any <br /> side lot line; <br />b. That a safe, sanitary and fenced play area 'be provided <br /> equivalent to one hundred (100) square feet per child; <br />c. That an indoor play space of twenty (20) square feet per <br /> child and two hundred (200) cubic feet of air space per <br /> child be provided; <br />d. That off-street parking be provided on the basis of one (1) <br /> space for each employee and two (2) spaces for visiting' <br /> medical and/or dental personnel; and <br />e. That off-street loading and/or unloading be provided equi- <br /> valent to one hundred fifty (150) square feet per child. <br /> <br /> E. P-1 Professional District. <br /> 10~ Child care centers; provided: <br /> a. E. Geisler and Executive <br />Director Joseph Gero. Mr. Gero noted that a Year 2000 Economic Development <br /> <br />Program had been developed with a goal stated that "By the year 2000, have an <br />.expanded and diverse industrial economy" with efforts being measured by (a) <br />raising the per capita income by $3,000, (b) increasing the number of local <br />jobs by 4,000, and (c) having at least two manufacturing firms in nearly all <br /> <br /> <br />
