TUESDAY, NOVEMBER 27, 1990 <br /> <br /> A regula~ semi-monthly meeting of the Council of the City of Martinsville, <br />-.Virginia, with Mayor Allan McClain presiding, was held Tuesday,I November 27., <br /> <br />1990 in the Council Chamber, City Hall, beginning at 7:00 P.M, All members <br />of Council were present: Allan McClain, Mayor;~Alfred T. Groden, Vice-Mayor; <br /> <br />George B. Adams., Jr.; L.D. Oakes; and Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />Visito'rs, Council approved the minutes of its meetingsofNovember 13 andl9,~ <br /> <br />1990 as circulated and amended. <br /> <br />Council considered a report from the City Manager on the impact of reductions <br />in State revenues. City Manager Brown reviewed a report which had been <br />provided to CoUncil in which it was noted that revenues in the FY1991 Budget <br /> <br />-are projected to be reduced by $38,242. Mr~ Brown' listed expenditure <br /> <br />reductions of $78,179, resulting ina net. betterment to the General Fund of <br /> <br />$39,937. Mr. Brown recommended that the cost of expanding the Police <br />Department'($79,728.2.5) beunderwritten by the net betterment of the General <br />Fund of $39,937,. utilization of the $31,650 left over from a line item <br /> <br />designated= for computer equipment, with the balance of '$8,141.25 ~being <br /> <br />absorbed by the Police Department in salaries and wages that will be saved as <br />a result of the retirement of a number= of officers in the Department. Mr. <br />Brown also noted that the Street Maintenance Fund suffered a revenue <br />shortfall in the amount of '$50,644. However, cutbacks have been made in the <br />Street Maintenance Program to absorb this shortfall in revenues. <br /> <br />Officials from the City School System were present to respond to questions <br />'resulting from the supplemental appropriationrequest of $159,831 ($84,500 in <br />expenditures"not budgeted and $75,331 from a revenue shortfall) which was <br />made at Council's joint meeting with the School Board held November 20, 1990. <br /> <br /> <br />
