TUkSDAY. NOVEMBER 27. 1996 ................... <br />Mr. Worth H. Carter, Jr., Chairman of the City School Board, appeared and <br />expiained that one item which was questioned by Council in the supplemental <br />appropriation request, the duty.free lunch, could not.be rescinded at this <br />point because the School System had individuals under contract for the <br />current Fiscal Year. Chairman Carter said that he had personally not wanted <br />to request the $17,500 projected as increased cost of. gasoline, but he was' <br />requested to do so by Councilmen Adams and Oakes in a meeting which was held <br />to set the agenda for the joint School Board/City Council meeting. Another <br />questioned cost was the purchase of additional computers. Chairman Carter <br />explained that the cost for additional computers had been delayed until the <br />Schools had employed a Computer Coordinator. Chairman Carter stressed the <br />need to improve scheduling at the High School, an expansion of the Summer <br />School Program, and computerization of the State Department of Education in <br />citing the necessity for the supplemental appropriation needed in order to <br />purchase the administrative computer at a cost of $12,000. <br /> <br />In response to a question by. Councilman Williams, Chairman Carter said that <br />the Schools had not depleted the line item for gasoline and that this expense <br />could be delayed as long as Council would allow the School Board to request <br /> <br />a supplemental appropriation for this item at a later date. Chairman Carter <br />said that Council only needed to make a'supplemental appropriation for the <br />requested expenditures, as the revenue shortfalls will not affect budgeted <br />lfhe items approved in the School Board budget (although the shortfall will <br /> <br />be absorbed by the General Fund surplus balance, thereby reducing the opening <br /> <br />balance as of June 30, 1991). Upon motion,.duly seconded and by unanimous <br /> <br />vote, Council approved a supplemental appropriation in the amount of $67,000 <br /> <br />for the following expenditures: <br /> <br />$41,500 for residential placement of a <br /> <br />handicapped child and $25,500 for computer equipment at Martinsville High <br /> <br />School.
