J.8:7 <br /> TUESDkY, NOVEHBER 10, 1992 <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Tuesday, November 10, 1992, in the Council Chamber, City Hall, <br />beginning at 9:30 A.M. All members of Council were present: Allan <br />McClain, Mayor; George B. Adams, Jr., Vice-Mayor; Steve M. Draper; L.D. <br />Oakes; and Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Council approved the minutes of its October 27, 1992 <br />meeting as circulated. <br /> <br />Council considered the following related to the establishment of a <br />Disability Services Board: (1) adoption of a Resolution establishing <br />the Board through a Multi-Jurisdictional Agreement; (2) authorizing the <br />City Manager to execute a Joint Exercise of Powers Agreement for the <br />Creation of the West Piedmont Disability Services Board; and (3) <br />appointment of a staff person as a member of the Board. Mayor McClain <br />explained that legislation adopted by the 1992 General Assembly <br />required that the City establish such a Board, either as a sole <br />jurisdiction or in conjunction with other jurisdictions. City Manager <br />Earl B. Reynolds, Jr. stated that staffing for the Board will be <br />provided by the State Department of Rehabilitative Services and that no <br />local funding is now required for the Board. Vice-Mayor Adams said <br />that the formation of the Board had been presented to the West Piedmont <br />Planning District Board and that, as a member of that Board, he had <br />opposed the formation of the Regional Disability Services Board <br />primarily because he felt it was a duplication of existing services. <br />Mayor McClain suggested that an amendment be made to the Joint Exercise <br />of Powers Agreement to the effect that an annual report of the <br /> <br /> <br />
