188 <br />TUESDAY, NOVEMBER 10, 1992 <br /> <br />Disability Services Board be given in a manner agreeable to the <br />respective governing bodies who would hear the report. Upon motion, <br />duly seconded and by unanimous vote, Council tabled consideration of <br />this matter until a representative of the State could attend and answer <br />questions from Council regarding the purpose of the Board. <br /> <br />Council considered a request by Mr. Henry Gilbert, Director of the <br />Martinsville-Henry County E-911 Communications Center, for a <br />supplemental appropriation of $3,607 to the FY 92-93 Budget in order to <br />hire part-time dispatchers. Mayor McClain explained that the Henry <br />County Board of Supervisors had approved their 75% portion of this <br />expenditure ($10,823). Mr. Gilbert stated that calls for service to <br />the Communications Center had increased approximately 12% in the three <br />years in which the Center has been operational. Mr. Gilbert said that <br />the request for additional help was being made due to the need for <br />coverage for annual, sick, and holiday leave for the full-time <br />employees. Mr. Bruce Dallas, 211 Massey Street, asked if the Center <br />employed any blacks, to which Mr. Gilbert replied that it did not. Mr. <br />Dallas said that Council should deny the supplemental appropriation <br />request due to this fact. Mr. Gilbert said that he had tried to hire <br />two black female dispatchers this year, but one failed a background <br />investigation and the other turned down a job offer. Mayor McClain <br />said that Mr. Dallas should take his concerns to the E-911 Board which <br />governs the Communications Center and its hiring policy.
