181 <br /> <br /> TUESDAY, OCTOBER 27, 1992 <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Vice-Mayor George B. Adams, Jr. presiding, <br />was held Tuesday, October 27, 1992 in the Council Chamber, City Hall, <br />beginning at 7:30 P.M. The following members of Council were present: <br />George B. Adams, Jr., Vice-Mayor; Steve M. Draper; L. D. Oakes; and <br />Clyde L. Williams. Absent was Mayor Allan McClain, who was away from <br />the City. <br /> <br />After the invocation, followed by Vice-Mayor Adams' cordial welcome to <br />visitors present, Council approved the minutes of its October 27, 1992 <br />meeting as circulated. <br /> <br />Under Business from the Floor, the following comments were made: (1) <br />Lafayette Jones, 501 Second Street, commended the Public Works <br />Department for improvements to 2nd Street, the City Manager and staff <br />for the summer recreation program, and the Electric Department for <br />replacing the street lights on Fayette Street between Pine Hall Road <br />and Rivermont Apartments. Mr. Jones also inquired about progress <br />toward construction of a sidewalk on Fayette Street in the same area, <br />drainage improvements to 2nd Street, and improvements to Hooker Field. <br />City Manager Earl B. Reynolds, Jr. explained that a temporary walkway <br />was being investigated for Fayette Street until the Department of <br />Transportation includes a comprehensive improvement project for the <br />area, which would include construction of sidewalks. Mr. Reynolds <br />stated that the 2nd Street drainage improvements would be included in <br />the Five-Year Capital Improvements Program which is currently being <br />developed. Mr. Reynolds stated that no decisions had been made <br />regarding improvements to Hooker Field. Mr. Jones concluded by stating <br />that homeless persons lived in the City and urged the Council to be <br /> <br /> <br />
