].33 <br /> <br />TUESDAY, JULY 28, 1992 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martins- <br />ville, Virginia, with Mayor Allan McClain presiding, was held Tuesday, <br />July 28, 1992, in the Council Chamber, City Hall, beginning ~t 7:30 <br />P.M. All members of Council were present: Allan McClain, Mayor; <br />George B. Adams, Jr., Vice-Mayor; Steve M. Draper; L. D. Oakes; and <br />Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Council approved the minutes of its meeting of July <br />14, 1992, as circulated. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council appointed <br />Janice B. Lawson to serve as Acting Clerk of Council due to the absence <br />of Lance G. Heater who was out of town. <br /> <br />Under Business From the Floor, Mrs. Thelma (Bobby J.) Pinkard of 208 <br />Park Street and Mr. and Mrs. Stephen Andrew (Sharla L.) Raines of 125 <br />Park Street expressed several concerns related to traffic on the <br />streets of their neighborhood. Mrs. Pinkard stated that, (1) the <br />streets are too narrow to accommodate the large trucks traveling to and <br />from the Sara Lee Knit Plant on Roy Street; (2) several years ago <br />(1988) she had come before City Council and they had discussed the <br />possibility of constructing an industrial access road to the Knit <br />Plant, but nothing had been done about it; (3) there was a problem with <br />vehicles speeding in the area; (4) there was a lackof police patrol <br />and enforcement in the area; (5) something needed to be done about <br />unsecured abandoned buildings because they are a potential danger <br />(citing the recent murder at an abandoned house on Aaron Street recent- <br />ly); (6) Park Street needs to be paved and the sidewalks upgraded; and <br /> <br /> <br />
