196 <br /> .TtllTRSDAY, DECEMBER 3 & FRIDAY, DECE1VIBER 4, 1998 <br /> <br /> A spedal and duly-called meeting of the Council of the City of Martinsville, Virginia, with Mayor Mark A. <br /> <br /> Crabtree presiding, was held Thursday, December 3 and Friday, December 4, 1998, at the Walker Fine Arts <br /> Building the campus of Patrick Henry Community College, beginning at 9:00 a.m. on each of those days. <br /> The purpose of the meeting was a Coundl/City Staff management team Strategic Planning Retreat Work <br /> Session. The following members of Counc~ were present: Dr. Mark A. Crabtree, Mayor; M. Gene Teague, <br /> Vice-Mayor; Elizabeth H. Haskell; and Terry L. Roopo Council Member Bruce H. T. Dallas was absent from <br /> the meeting on both days. City Staff present on the first day of the Retreat included all department heads and <br /> <br />other key members of the City management team. <br />the City Manager and the Assistant City Manager. <br /> <br />The second day of the Retreat involved only City Council, <br />In addition, Mr. David Blackman of Blackman and <br /> <br />Associates was present to facilitate the program on both days. A full range of City government and staff <br />related issues were discussed over the two day period, and numerous goals, objectives and action plans were <br />established. The results of the activities on these two days, attached to these minutes and made a part herein, <br />constitutes the full record of these meetings. <br /> <br />Assistant City Manager and Clerk of Council <br /> <br /> <br />
