The
objective of these interviews was to identify issues for consideration during
the planning event. It was suggested that members of the City management
team join Council on the first day of the retreat and share in the development
of plans for the coming year. This marked the first time that Council and
staff held a joint planning event. A previous joint meeting was held early in
98 around budget and budget formats.

It was the desire of the Mayor that this year's event begin with a evaluation
of each of Council's current goals, with the understanding that beth Council
and staff should confirm that the goals remain relevant and that each of the
current Council objectives be rewritten, eliminated or confirmed.

Interviews identified the following for consideration during the planning
retreat:

Council priorities for resources allocation
Clearview Business Park issues
Land Management responsibilities
Contingency plans for community downturns
Housing stock
Commurdty awareness of City success
Rental housing cedes
Personnel matters
School Board planning agenda issues

It was agreed that if these matters did not surface during the planning
sessions they would be considered separately during the Friday session.

The event began with a s, mmary of previous Council sessions and a
discussion of how the strategic planning process had worked for the Council
and staff. Both Council and staff agreed:

· The process has been valuable, beth in establishing focus and
evaluating the effectiveness and work of Council and City
Departments.

· The planning process has changed the way staff conduct their work
and their planning and has focused department direction.
