THURSDAY. OCTOBER 6. 9941. <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Thursday, October 6, 1994 in the Boardroom of the Tultex <br />Corporation, 22 East Church Street, beginning at 8:00 A.M. All members <br />of Council were present: George B. Adams., Jr., Mayor; L. D. Oakes, <br />Vice-Mayor; Mark A. Crabtree; M. Gene Teague; and Clyde L. Willjams. <br /> <br />The purpose of the meeting was to conduct a follow-up session to <br />finalize the Goals and Objectives of City Council as first drafted <br />during the Council retreat held September 9-10, 1994. The meeting was <br />facilitated by R. David Blackman, of Blackman and Associates. <br /> <br />Mr. Blackman reviewed the summary which he had drafted of the September <br />9-10 Council retreat. The first issue to be discussed was the <br />establishment of regular informal Council/Staff briefing sessions. It <br />was agreed that (1) such sessions would be held monthly beginning in <br />January, 1995; (2) in general, decisions on issues would not be made <br />during the sessions; (3) the sessions would be scheduled for the first <br />Thursday of each month beginning at 11:00 A.M., with a two-hour time <br />limit goal; (4) members of Council would not be paid for attending the <br />sessions; and (5) the agenda would be developed by the City Manager, <br />with the assistance of the Mayor and Vice-Mayor. <br /> <br />Council agreed to certain changes in the phrasing. of Mr. Blackman's <br />summary of the retreat in a section entitled "Council Communications", <br />which Mr. Blackman will amend in his meeting report. <br /> <br />The following goals, objectives and action steps were agreed upon: <br /> <br /> <br />
