]40 <br /> <br />TUESDAY. SEPTEMBER 27. 1994 <br /> <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Tuesday, September 27, 1994 at the Albert Harris Elementary School <br />beginning at 7:30 P.M. All members of Council were present: George B. <br />Adams, Jr., Mayor; L. D. Oakes, Vice-Mayor; Mark A. Crabtree; M. Gene <br />Teague; and Clyde L. Willjams. <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome to <br />visitors present, Council considered approval of the minutes of the <br />September 9-10, 1994 and September 13, 1994 Council meetings. Council <br />deferred approval of the minutes of September 9-10 pending receipt of <br />information from David Blackman, facilitator, and approved the minutes <br />of September 13 as circulated and amended. <br /> <br />Council conducted a Neighborhood Town Meeting, with the following <br />individuals making comments: (1) Gloria Hylton, 402 Second Street, <br />questioned the City's policy regarding shared-cost curb and gutter <br />projects, to which City Manager Earl B. Reynolds, Jr. responded that <br />during the budget process he had been requested to develop a new <br />program and that he would bring this issue to Council within the next <br />30 days; Ms. Hylton also inquired as to the status of the Second Street <br />drainage project and Mr. Reynolds advised that work should begin on the <br />project by mid-November; (2) J.B. Travis, 401 Fifth Street, asked that <br />the streets be serviced by the street sweeper once per month; and (3) <br />Linda Caviness, 909 Fayette Street, and Willie Mae Harris, 1010 "D" <br />Street, expressed concern about large groups of young persons <br />congregating in the 800-900 block of Fayette Street at night. Several <br />members of Council discussed possible means of addressing the issue, <br />such as imposition of a curfew, with Vice-Mayor Oakes requesting the <br /> <br /> <br />
