TUESDAY, DECEMBER 14, 1993 <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Tuesday, December 14, 1993 in the Council Chamber, City Hall, beginning <br />at 9:30 A.M. All members of Council were present: Allan McClain, <br />Mayor; George B. Adams, Jr., Vice-Mayor; Steve M. Draper; L. D. Oakes; <br />and Clyde L. Williams. <br /> <br />1 <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Council approved the minutes of its November 23, 1993 <br />meeting as circulated. <br /> <br />A retirement stipend was presented to William C. Benton, <br />Department, 1971-1993 (who was not present). <br /> <br />Fire <br /> <br />Council considered adoption, on an emergency basis, of Ordinance No. <br />93-16 establishing a new polling place for Voting Precinct #3 <br />(currently located at the Southside Fire Station on Starling Avenue). <br />A request was made at the November 9, 1993 Council meeting by Thelma <br />Pinkard, 208 Park Street, to change the location of the polling place <br />to the Virginia Museum of Natural History, located at 1001 Douglas <br />Avenue. City Attorney David B. Worthy determined that it would be <br />necessary for Council to adopt an Ordinance which would be sent to the <br />Civil Rights Division of the Justice Department for approval, following <br />which appropriate notice must be published. Councilman Williams <br />expressed concern regardingthe safety of pedestrians crossing Memorial <br />Boulevard in order to reach the new polling place, however, it was <br />generally concluded that some Southside voters must now cross Memorial <br />Boulevard to reach the Southside Fire Station. Electoral Board <br />Chairman Newton Ogden stated the Electoral Board was supportive of the <br /> <br /> <br />
