<br />move and that the Virginia Museum of Natural History had agreed to
<br />being designated as a polling place. Upon motion, duly seconded and by
<br />unanimous vote, Council adopted the following Ordinance No. 93-16:
<br />
<br />WHEREAS, Section 24.2-307 provides that the governing body of any city
<br />shall establish by ordinance one polling place for each precinct, and,
<br />
<br />WHEREAS, Section 24.2-306 of said Code provides that said governing
<br />body may change polling places, provided that no change of any polling
<br />place shall be enacted within sixty (60) days next preceding any
<br />general election, and,
<br />
<br />WHEREAS, the next general election for the City of Martinsville shall
<br />be held on May 3, 1994, and,
<br />
<br />WHEREAS, complaints have been expressed by citizens to the Martinsville
<br />City Council concerning the polling place for voting precinct #3 in
<br />said City, said voting place being the Southside Fire Station located
<br />on Starling Avenue, said complaints relating to poor parking thereat
<br />and poor accessibility thereto, and,
<br />
<br />WHEREAS, the said Council has been requested to change said polling
<br />place from the Southside Fire Station to the Virginia Museum of Natural
<br />History, located at 1001 Douglas Avenue, Martinsville, Virginia, in
<br />said voting precinct,
<br />
<br />NOW THEREFORE, BE IT ORDAINED by the Council of the City of
<br />Martinsville, Virginia, in regular session assembled on December 14,
<br />1993 that the polling place for voting precinct #3 in the City of
<br />Martinsville be, and it hereby is, changed from the Southside Fire
<br />Station located on Starling Avenue to the Virginia Museum of Natural
<br />History, located at 1001 Douglas Avenue, in the City of Martinsville,
<br />Virginia, and,
<br />
<br />BE IT FURTHER ORDAINED by said Council that an emergency exists, and
<br />that this ordinance shall therefore become effective immediately, and
<br />a notice stating where the polling place change may be inspected shall
<br />be published once a week for two successive weeks in the Martinsville
<br />Bulletin, as required by Section 24.2-306A of said Code, and that
<br />notice of the change in polling place shall be mailed to all registered
<br />voters whose polling place has changed at least 15 days prior to the
<br />next general election on May 3, 1994, as required by Section 24.2-306B
<br />of said Code, but said notices shall not be advertised nor mailed, nor
<br />shall this ordinance in any way be enforced or administered until it
<br />has been submitted to the U. S. Attorney General and the Attorney
<br />General has interposed no objection within a sixty (60) day period
<br />following submission, and, for that reason,
<br />
<br />BE IT FURTHER ORDAINED that the City Attorney be, and he hereby is,
<br />authorized and directed to make said submission to the Chief, Voting
<br />Section, Civil Rights Division, Department of Justice, P. O. Box 66128,
<br />Washington, D. C. 20035-6128.
