THURSDAY, AUGUST 25, 1995 <br /> <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, <br />was held Thursday, August 24 and Friday, August 25, 1995. The <br />purpose of this two-day meeting was to conduct the Council's annual <br />Planning Retreat, The following members of Council were present: <br />George B. Adams, Jr., Mayor; L. D. Oakes, Vice-Mayor; Clyde L. <br />Williams; M. Gene Teague; and Mark A. Crabtree. <br /> <br />The Retreat began at 8:30 am on Thursday, August 24, with a <br />community tour of the City, which included visits of the Massey <br />Street Housing Rehabilitation work, the Middle School Renovation <br />Project, the Smith River Hydroelectric Plant, the Smith Lake Road <br />Housing Project, the City Garage, the ClearView Business Park, the <br />City Landfill, the City Water Treatment Plant, and the City Prison <br />Farm. Following their tour of the above sites the Council recessed <br />and drove to Smith Mountain Lake, where they reconvened at 3:00 pm. <br /> <br />Council began their Planning Retreat discussion by noting specific <br />issues and concerns related to each of the sites they had visited <br />that morning, as follows: <br /> <br />Massey Street Project - Some property acquisition will be required <br />to complete the project. <br /> <br />Middle School Renovation - There is a need to rehabilitate or <br />remove the Brown Street Gym, and replace or renovate the Middle <br />School gym floor. <br /> <br />Village Street Housing Development.- Consideration should be given <br />to the construction of a foot bridge to access Southside Park. <br /> <br />Garage/Fleet Maintenance - Issues included the reorganization of <br />functions, building uses and land use issues related to vehicle <br />maintenance. <br /> <br />Clearview Business Park - There is a need for signage that shows <br />plat layouts on the property. There is also a need to discuss with <br />adjacent land owners the development of plans for their property <br />use which would be compatible with the business park. <br /> <br />Landfill - An update estimate of site longevity, to include <br />alternative grading and drainage plans, is needed. An articulated <br />dump truck is need in lieu of the bulldozer provided for in the <br />budget. Council noted significant improvement in landfill <br />operations. <br /> <br />Water Plant - Concerns for perimeter security and tank and plant <br />capacity for future growth were expressed. Additional filtration <br />equipment and monitoring systems were noted as important and <br />effective improvements. <br /> <br /> <br />
