3,90, <br /> <br />THURSDAY, AUGUST 25, 1995 <br /> <br />Prison Farm - An evaluation of the farm operations, and a <br />determination of the appropriateness of continued operation by the <br />city is needed. <br /> <br />Council reviewed its protocol agreements from last year's retreat <br />and determined that their working relationships are going well. <br />Council also reviewed the previous year's strategic plan, goals, <br />and objectives, and determined that a high degree of success and <br />accomplishment had been achieved. It was agreed that the previous <br />year's plan would be used as a platform from which to develop the <br />City Council's strategic plan for the coming year. Council <br />recessed for dinner at 6:00 pm, and returned to their session at <br />7:30 pm. <br /> <br />The evening session began with a presentation by Beverly T. <br />Fitzpatrick, Jr., CED, Director of the New Century Council of <br />Roanoke, Virginia. Mr. Fitzpatrick's presentation described how <br />the New Century Council was formed, the work that the Council has <br />done, the regional cooperation that has been accomplished, and the <br />visions and strategies that the New Century Council has established <br />for their region. <br /> <br />Mr. Fitzpatrick's presentation was concluded at 9:00 pm~ and the <br />Council continued its work on developing their Strategic Plan. The <br />following goals and objectives were established as a result of <br />Council's discussion: <br /> <br />Goal: <br /> <br />Council will commit to a consistent process of <br />strategic planning. <br /> <br />Objective: <br /> <br />Conduct an annual planning session. <br /> <br />Action Agreements: <br /> <br />Council will conduct its annual retreat in August <br /> 1996. <br />City staff will write its action plans and send to <br /> Council thirty days after the Council's plan is <br /> completed. <br />City staff will provide quarterly status reports on <br />progress in implementation of Council's plan. <br />Council will evaluate its plan accomplishments at <br /> its annual retreat. <br /> <br />Objective: <br /> <br />Conduct monthly Council briefings to discuss and <br />clarify issues. <br /> <br />Action Agreements: <br /> <br />Briefings will be held the first Thursday of each <br />month from 11:00 a.m. to 1:00 p.m. and Council <br />attendance will be nonpaid.
