TUESDAY, SEPTEMBER 24, 1996 <br /> <br />A regular, semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br /> <br />held Tuesday, September 24, 1996 at Albert Harris Elementary School, <br />beginning at 7:30 P~?~?All members of Council were present: George B. <br />Adams, Jr., Mayor; Mark A. Crabtree, Vice-Mayor; Bruce H. T. Dallas; <br />Elizabeth H. Haskell; and M. Gene Teague. <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome to <br />visitors present, Council approved the minutes of its meetings of <br />September 5 (2 sets) and 10, 1996 as circulated. <br /> <br />A retirement stipend was presented to Phillip Donald Goin, Labor <br />Supervisor I, Public Works Department, 1977-1996. <br /> <br />Council then conducted a Neighborhood Town Meeting. Derrick Hodge, <br />Copley Street, expressed concern regarding not being able to park in <br />front of his home due to construction work involved in the Massey <br />Street Community Development Block Grant project. Mr. Hodge was <br />assured by City staff that the situation was temporary. Gloria Hylton, <br />402 Second Street, expressed appreciation to the City for the clean-up <br />effort in the aftermath of Hurricane Fran, and asked about the status <br />of the old R. P. Thomas property. City Attorney David B. Worthy stated <br />that the bankruptcy trustee intended to sell the R. P. Thomas property <br />in a public auction in mid-November and that the property would be <br />cleaned up prior to that time. Mr. Worthy said an environmental <br />assessment was now being conducted on the property and it appeared that <br />no significant environmental problems were present other than some <br />metal drums which would be properly disposed of prior to the sale.
